Harry Oakes Credibility in K9 SAR

CREDIBILITY - FORWARD:
Over the years Harry Oakes has had many roles. 12 years as a police officer,
25 years as K9 SAR instructor combined with 10 years as a mountain rescue instructor. He’s been an EMT during 25 of those years, he’s volunteered for the past 15 years for the American Red Cross Disaster Teams both as an instructor and as a DAT Captain.

He teaches children and adults how to stay safe in the wilderness, on the city streets, and how to prepare for disasters such as earthquakes. He’s been a guide instructor with the Mazamas, he’s taught for the US Forest Service. He’s been an advisor for the US Armed forces and NATO troops.

Harry also has taught safety programs through OMSI, Oregon Museum of Science and Industry. He is hired by numerous professional firms around the world to lecture on employee and corporate safety. Numerous governments bring him in on their disasters to coordinate and work the scene. Harry also works as a pre and post disaster advisor.

I’m going to address as many questions and concerns as possible here.

The “QUOTES” are questions asked of me during several interviews from the past.

“Many folks who just don’t like you. Why is that?”

Harry; I’ve seen some folks who are simply jealous of our success and over the last 25 years have repeatedly tried to attack my credibility and my team’s success. They have done this by going through the media, TV, radio talk shows, and through the newspapers and giving out ONE SIDED - misinformation.

Fact: Over the last 25 years, each time we’ve performed a search mission, we document, the date, location, our contact information, time involved and our findings. Our reports and files have held up under close review by the; Oregon Dept. of Justice who did a three-year investigation and found absolutely no criminal wrong doing on my part nor did I ever have to pay any fines. They in fact helped me develop the first for profit K9 SAR Dog team in the nation.

The I.R.S. who audited my records, and found my records were in order and credible. I have to pay my taxes just like everyone else. I actually hire tax experts from H&R Block to audit and work my tax returns each year so I know they are accurate.

The FBI who have used our services around the world. You can bet if I wasn’t credible or if my team wasn’t credible; we never ever would have been involved in their searches in the Federal Building explosion in Oklahoma as well as the kidnapping and homicide investigation of Claudia Kirchoch in Jamaica.

Other Government agencies have used us successfully around the world to determine what really happened to a specific missing persons, missing on foreign soil.

“What other governmental agencies are you talking about?”

Harry; In the interests of National security, I’d rather not list them but just say, Govt. agencies and leave it at that. Foreign governments such as the Island of St Croix USVI, Honduras, Philippines, Canada, Mexico, Dominican Republic and Turkey are just some of the countries we’ve assisted.

Several courts though out the nation that have used me to testify as an expert witness and reviewed my credentials before I gave testimony to establish my credibility. I testified as an expert in the field of Search and Rescue, K9 search dog training, training, testing, and working a search dog. Finding lost persons, scent, scent evidence, and working disasters, kidnappings and homicides. I’ve had many attorneys over the years contact me for consulting purposes regarding my expert opinion on scent, search dogs and animals in general. Capturing, training, how scent works, etc.

“So what do you have to say to those folks in the media and other searchers who have bad mouthed your efforts to help people during their time of need?”

Harry; Put up or shut the hell up. I’m sick and tired of your B.S.
The Court system accepts my credibility and credentials. That’s all that matters. That and my documented successes. Instead of badmouthing my private efforts, why don’t you all get off your butts and get in there and help me save lives?

These folks don’t just bad mouth me. Over the last 25 years I have heard complaints from many search dog handlers through out the USA who have been bad mouthed by the very same people who have tried to bad mouth me. It really does get old.

“Why are all these folks angry with you and the other searchers who have gone private?”

Harry; Because we find the missing when they can’t. Plain and simple. It makes them look bad. “We’re no longer one of the Good Old Boys” as one friend of mine told me. He’s a detective with the sheriff’s office.

It’s so easy to sit back and armchair quarterback.

I haven’t seen any one of these people standing next to us and trying to help us put resolution on the over 8,010 mission calls we’ve received since 1986.
That’s 25 years of building our credibility. Our credibility can’t and won’t be destroyed because some idiot has an attitude against me or one of our other private teams.

When someone attacks us, they attack our search dogs, our team members, and all of our efforts, so I do take this personally.

Here’s an example of our work. When people can’t afford our services, we still will work the search when we can. We recently donated over 194 HOURS, traveling over 2,522 Miles and donating over $38,800.00 of our own services for the private search efforts for missing 7-year-old Kyron Horman from the Portland, Oregon area. The Horman family never paid us a single penny towards our private search effort to try to find their son. Nor would they cooperate and give us a scent article to help find him.

We have never seen one single person from any one of these SAR or law enforcement agencies, who have bad mouthed our unit, and myself, spend their own money, risk their own lives, to crawl through a collapsed destroyed building in the U.S.A. or in a foreign country, looking for the live and the dead victims of earthquakes, bombings, floods, fires, or other disasters which we've responded to around the world.

We’ve never seen one of these individuals from N.A.S.A.R., Ca. Ore., and Washington SAR Council, who continue to bad mouth our efforts, wading through the hot steamy snake, and crocodile infested jungles, in the Philippines, Honduras, Dominican Republic, Haiti, St Thomas, St Croix, USVI, and Jamaica, looking for missing victims. Yet we’ve been there. And we were successful in our searches there. Again all documented.

We’ve never seen any of these folks in the flood-ravaged lands of Mexico, Honduras, Haiti, and the Pacific NW looking for victims. Yet we’ve documented our assistance in Armenia, Philippines, Northridge, Turkey, Jamaica, Mexico, Canada and many other countries around the world.

“Who is we?”

Harry; at one point I’ve had over 65 team members. One dog one handler makes up a team. Currently I have 15 active team members attached to International K9 Search and Rescue Services. We’ve had doctors, senators, lawyers, nurses, paramedics, housewives, house dads, people from all walks of life who have expressed interest in joining or supporting our teams. I’ve trained over 6,500 search dog handlers and their dogs around the world. Through our web site www.k9sardog.com as well as in person one on one instructions by meeting students and their search dogs in person.

“Harry you say in your web site “To date, there has been no factual documented proof of any criminal wrong-doing by you or your team members. Nothing produced to support anyone's statements of any wrong doing by you or your team members, by any law enforcement agency or SAR group”. Have you ever been arrested and charged for any criminal action of any kind?”

Harry; Nothing what so ever. I’ve received one speeding ticket 25 years ago and two parking tickets. That’s it.

In fact, we have received hundred’s of Thank you letters from Law enforcement and government agencies, including two from former Presidents of the USA and one from former President Aquino of the Philippines expressing their gratitude to our abilities in helping others in their time of need. We’ve received many letters of thanks from the families of the victims as well.

When these people are badmouthing private search teams efforts, why don’t they take the time to investigate all the positive accomplishments that I and the other team members have made? Instead they focus on anything they want to try to turn negative, to make themselves look better.

“Harry you have heard the verbal and written attacks against you personally. Many Sheriff’s in the state of Oregon and Washington have made comments such as "Harry’s a controversial figure in Oregon in regards to SAR work". Why are you so controversial?”

Harry; my attorney and myself have asked the various Sheriff’s and SAR Groups to produce one single document showing factual information regarding their statements to back up their statements. In over 38 years of looking for missing people and 25 years working with the search dogs, while we’ve been providing service to the Sheriff’s departments and to the private public sector, we have yet to see a single piece of written documentation to support any of their statements of criminal wrong doing. Nothing at all.

Some people have gone as far as getting on FACEBOOK and MYSPACE and
Calling my self and other search team members, “Frauds” and “LIARS”. They will take an old case file and mix the wording to try and make their case. This is how pitiful some folks are. Again we’ve asked these very same people to provide written documentation to support their claims”. If the DA’s office, the police department that we assisted on, and the victim’s family accepts our reports, then who do these people think they are trying to mix words and misguide their readers? In my opinion they lack self confidence and are trying to get noticed by any means possible.

As I’ve said before, I’ll say it again. I will file a police report with the agency that I’ve worked with on a specific case.

Two different attorney’s can view the exact same case file report and come up with two different conclusions.

That’s why we have District attorney’s who represent the State, City, and County governments. And, defense or other forms of attorney’s to represent the defendants.

We can and have produced hundreds of letters and reports in support of everything we’ve said and done. When we ask the sheriff’s and other K-9 teams involved to contact our references that support what we’ve done, they never have. Instead they would rather just continue to verbally sit back on their hindquarters and verbally attack us, to try to make them look better and less incompetent.

This after we repeatedly enter the search privately on behalf of the victim(s) families and find the missing victim(s) in the original search areas where the sheriff's teams failed to find the missing person(s). This destroys the sheriff's and Volunteer K-9's credibility, not ours. Again it’s all documented.

“So do you think this an ego issue?”.

Harry; Yes. HONESTLY. Every time I've been investigated regarding my search and rescue services and my successes, it's been found that I've been 100% truthful. I've even taken and passed a polygraph on this matter. (See the 1998 D.O.J. Audit and I.R.S. Audit reports). The IRS, DOJ, FBI, NSA, and CIA have checked us out. We continue to be proven credible beyond reproach.

“You say you are Courtroom Proven. Which courts?”

The courtrooms in Clark and Multnomah County have in the past openly accepted our training, testing, certification process and our documentation. We've obtained several search warrants based on our abilities and results and also given expert testimony in the courts of law regarding scent, scent evidence, search dogs, and search and rescue. Again I’ll say, “If it’s good enough for the courts, it ought to be good enough to the local law enforcement and other search dog teams”.

TESTING. My documented searches and success qualifies me as an expert in the courtroom regarding scent, scent evidence, search dogs, search dog training, testing and certification. We are one of 200 search and rescue K-9 teams that is a self-testing dog team. We’re not doing anything different, then the other 200 search dog teams in the USA and Canada. (See the 1997 national survey). Yet we don’t see the other K-9 teams testing and standards under attack by the OSSA. (Oregon State Sheriff’s Association). Why is that?

“I’m asking you then, Harry why is this?

Harry; It's because we get results when the O.S.S.A. teams have failed repeatedly. This makes them look bad. See copies of the Eli Kelt, Dela Carlson, Nathen Madsen, Ashley Pond, and Miranda Gaddis search reports for examples. “Dateline special “Into Thin Air” segment regarding Ward Weaver and Ashley Pond murder case in Oregon City, Oregon.

We feel it’s because the O.S.S.A., (Oregon State Sheriff’s Association) wants everyone to believe their tester is honest, reliable, and credible.

If that’s the case then, why is it documented that we’ve gone in after the O.S.S.A. has called off their official search, after they have used their O.S.S.A. State Certified SAR Dog teams, and they’ve found nothing, yet we found the victim(s) in their original search areas?

Dela Carlson, Brian Harris, Eli Kelt, Nathen Madsen, Ashley Pond, Scott Spangle Jr. who are just some of the dead victims listed that our search team members have found their remains, when the O.S.S.A. teams couldn’t in the original search areas.

Again if you don’t believe me, pull the State, County or City Police reports on each case and see which team is listed as the team that found their remains or reported the finding of evidence of their remains.

One embarrassing example is the 2002 Ashley Pond and Miranda Gaddis search in Oregon City, where the O.S.S.A. teams and even their state tester “Marty Neiman” with his dog, and the FBI teams repeatedly went onto the suspect’s property (Ward Weaver) and searched several suspicious areas.

They repeatedly reported that their teams had “found nothing”, even after drilling holes and pumping warm air under a concrete slab the O.S.S.A. teams stated publicly to the media, Portland Tribune and the Oregonian Newspaper, "There's nothing under the slab".

In March 2002, I with my SAR Dog Valorie, entered the search on behalf of Lori, Ashley’s mother. With me was another one of my dog handlers Michelle Keating with her search dog Yogi. We donated our time and efforts for the search for Ashley Pond and Miranda Gaddis. We documented finding Ashley's buried remains under the concrete slab and Miranda Gaddis in Wards lay down freezer in Ward Weaver’s kitchen March 30, 2002.

I immediately forwarded our reports to the FBI, OCPD, and to the victim’s families. This verified by MSNBC Dateline TV Producer Shane Bishop and Keith Morrison Interviewer for NBC.

In Aug. 2002, the Portland office of the FBI finally dug up Ashley's remains under public pressure and, right where my SAR dog Valorie and Michelle’s SAR Dog Yogi, indicated, they found Ashley remains. Between March 2002 and Aug 2002, Ward Weaver moved Miranda’s remains to a shed. The police did verify that the murdered victim’s remains had been in the freezer where SAR Dog Valorie had shown me where they were at the time of their search in March 2002.

If you view the now public record of the interview with Ward Weaver’s son, his statement validates our search dog’s findings and destroys the OSSA testers and other SAR Dog teams who failed to find anything on the Weaver property.

His statement is that he helped place Ashley’s remains inside a 55 gallon drum and bury her four feet deep. He helped his dad Ward pour the concrete over where Ashley was buried. He also stated, that no one dug up Ashley’s remains from the time they buried her, until Aug. 2002 when the FBI came in and dug up the slab.

If this doesn't prove my SAR Dogs credibility beyond reproach, what does? SAR Dogs Val and Yogi indicated and I reported there was a body under the concrete slab. The FBI dug up said body 5 months later right where we located it during our private search efforts.

We’ve repeatedly documented entering the search after the O.S.S.A. has called their efforts off and we’ve repeatedly either found the victim, or found out what had happened to the victim, in the original search areas. Now whose credibility is really on the line here the O.S.S.A. K-9 teams, or ours? We’ve found every person we’ve looked for or have determined what really happened to them and the suspect(s) involved in their disappearance. (This verified by our reports and the local police reports).

With the POND / Gaddis case, I demanded the O.S.S.A. remove their Ore. state certification process, reevaluate it, and accept N.A.S.A.R. (National Association for Search and Rescue) SAR Dog standards which I.K.9.S.A.R.S. Teams along with 200 other National teams use as a guideline. As of this original writing, the O.S.S.A. Standards are no longer credible and the O.S.S.A. Certification process was put under revision. We were informed that their state tester had been removed from his role.

“Harry some search folks have accused you of showing up on a search uninvited?

Harry; Again I’ve asked these folks who have made these statements to come forward with DOCUMENTED PROOF of what they are saying.

In 38 years of looking for missing persons and 25 years with the K9 units, “no one has been able to provide one single piece of paper to back up their statements”. I use to run SAR for the sheriff’s departments. I’ve never shown up on an active search without an official request from a EMS, Fire Dept or Law enforcement official. I’ve never done that and never will. It’s unprofessional. If we’re not invited in, we stay out until the agency openly asks for the Publics assistance in the case”.

“You were escorted off one search site. Can you tell us about that?

Harry; Portland Police invited us in to search for a missing 4-year-old child at Oaks park in Portland, Oregon. We responded on behalf of the Portland Police Dept. They are a law enforcement agency. Upon our arrival, the Multnomah County Sheriff’s Dept. SAR Coordinator had arrived and demanded to know, “Who invited our search dog teams in”?

The Sgt from Portland Police got in his face and told the SAR Coordinator, he had requested us. The SAR Coordinator from MCSO had two deputies walk me behind the Police Tape and threatened to arrest me if I crossed the line while they were doing their search with their search dog teams.

The Portland Police Sgt came over and apologized to me, shaking his head trying to figure out why politics and egos would play into a search for a missing child. I just said, “Welcome to my world”. We all watched from behind the police tape for 3 hours while they searched and found nothing.

Eventually MCSO closed off their search efforts and left the scene while finding nothing for their 3 - hour search. My search dog Valorie and I along with another search dog team and his search dog as well as a support person who is a doctor acting as our witness, all documented our search dogs finding this little child’s body in less then 2 minutes. In the original search area. In front of the child’s mother. You can bet this was embarrassing to MCSO.

”You’ve been attacked by the local paper. What that all about?”

Harry; THE LOCAL MEDIA IS GUILTY ALSO. The local media has a responsibility to show both sides of each issue. Yet they have failed miserably in doing this. Every time a statement is made against I.K.9.S.A.R.S. or myself or one of my team members, the media should show both sides of the issues. Let their viewers and readers make an informed decision.

The media doesn’t work this way. They print or discuss one sided issue on the TV, broadcasts on the radio, or print it in the newspapers. Yet when I and others have brought forth documented proof to dispute their statements made against me or my team members, the media has failed to provide their readers and viewers with both sides of the issues.

“Can you give me an example of what you are talking about?”

Example: We’ve responded to Turkey, Honduras, Jamaica, St. Croix USVI., and the Dominican Republic. There are no stories done by the local media on any of those missions. Yet whenever the other K-9 teams do a search, the media is all over their actions in a positive action. Look at the coverage NW Medical teams got for responding to the same sites where we’ve responded. Is this fair?

KXL Radio is notorious for putting on SAR folks and other law enforcement officials who hate me. Yet when I bring in documented proof that we’re telling the truth, some how that never gets broadcasted. They do it to push their ratings up. They don’t care about the honesty of their guest speakers. If they did, they would allow equal time and bring forth to their listeners our documented proof that these folks are not telling the truth.

The Portland Tribune and Gresham Outlook finally became frustrated with the local law enforcement and SAR team’s lack of results on the Ward Weaver case. And the one sided articles written by the Oregonian newspaper.

When I proved to the FBI and OCPD and to the media that my search dog teams were right all along on the POND / GADDIS search, these newspapers came forward and wrote the facts about the case to expose the attempted cover up by unethical dog handlers from the State of Oregon.

The law enforcement teams continue to tell the media, "Oh the bodies were moved" and "weren't there when the O.S.S.A. teams searched Wards property". Now you tell me how do you move a body buried in a barrel under four feet of rocks, dirt and concrete?

Here’s an example of the one sided reporting done by the Daily News in Longview, Wa.
Pat, this one-sided idiot reporter, only covers the Sheriff’s statements and Marty’s statements. But if you look at the documented facts, it shows that I told the truth the whole time. So where’s the fairness here? Let’s examine their statements and my responses. Then you make an informed decision.

“It was the stuff of a hero story: Harry E. Oakes and his search dog, Valorie, finding Honduran flooding victims following Hurricane Mitch in 1998.

The Longview dog handler and his canine partner were among the search teams featured Sunday on "Storm Stories," the Weather Channel top-rated show.

In the show, firefighters in Honduras praised teams such as Oakes and Valorie for their rescue work and for taking their dogs to a local orphanage to cheer up traumatized children.

Despite the favorable portrayal, and Oakes' recent move to the local area, Oakes is persona non grata in local search and rescue circles. Officials say they're wary of Oakes' checkered financial past and his claimed record of success.”

(HERE THE REPORTER SUGGESTS WRONG DOING REGARDING “FINANCIAL PAST and CLAIMED RECORD OF SUCCESS” Yet when I’ve been audited by the IRS and DOJ, my records were acceptable to these investigating agencies. So if I passed their scrutiny, then where’s the problem here?

"He is no longer eligible to do search and rescue in Cowlitz County, like in a number of other areas," said Art Jordan, volunteer coordinator for Cowlitz County Search and Rescue and member of the state's Emergency Management Council.

What Art failed to state in this article was that I have been personally hired by Cowlitz County SAR to teach their SAR team’s rope rescue on several occasions and have been involved in numerous searches with their agency before I went private.

Art failed to note that I was removed from the Washington SAR resource list after I filed a written complaint to the Governor’s office, against the Skamania County SAR Coordinator, for his actions where he repeatedly used poor judgment, that we can prove cost several innocent people their lives. Now why didn’t Art want that information to come out?

”Oakes, 49, acknowledges that county sheriffs who head up search and rescue operations often don't like him, but that's because his work is so good.

"Sheriffs often get upset when we come in and find people they can't," he said in an interview last week.

Oakes claims to have found the bodies of Ashley Pond and Miranda Gaddis, two Oregon City girls murdered by neighbor Ward Weaver in 2002, but others dispute that.

"Nobody used him in Oregon City, because he's not reliable," said Marty Neiman, with Search One K-9 Detection, an Oregon nonprofit called in by authorities investigating the case.”

This statement coming from the very same man who told the FBI and OCPD there wasn’t a body under the concrete slab. Marty Neiman the state of Oregon’s certification tester?

This from the very same person who has over the years repeatedly gone on talk shows on KXL Radio and bad-mouthed Harry every chance he gets to make himself look better. Shame on you Marty. You make yourself look bad by not finding the victims in the original search area in the first place. Over and over again. When are you going to learn? You’re better off shutting your mouth. You made yourself look like the idiot here again.

”Neiman said Oakes showed up on the scene and volunteered his services but was not used in the official search. In a later, unofficial search, Oakes' search results were so general as to be useless, Neiman said.”

Marty states my “search results were to general”. My report states my search dog gave a death alert where the concrete slab meets the ground right behind Ward Weaver’s house. How more precise can I get?

In the end, I was 100% correct in reading my dog’s alerts. Marty was 100% wrong. Whose credibility is really under attack here? Not mine. I’ve repeatedly found victims in the original search areas where Marty and his teams told the sheriff’ there was no victim to be found. Now why can our teams go in and find the victim dead when Marty and his teams can’t?

”Oakes runs International K-9 Search and Rescue Services, a for-profit organization, a rarity in search and rescue circles. In fact, Oakes describes his company as "the only for-profit K-9 search and rescue in the nation."

He typically charges $200 an hour for staging and searching, as well as $25 an hour for travel time, according to his website. He said much of his work is searching for pets, which Oakes said can be more profitable than searching for people.

"People won't hesitate paying for a dogs or cat," he said. "People generally won't pay you to search for their missing child."

Cowlitz County Coroner Mike Nichols, a former Search and Rescue coordinator for the county, said volunteer search and rescue crews don't agree with the concept of for-profit search and rescue services.

"Other than Harry Oakes, I don't know of anybody else who hires out to distraught families and promises to find their kin," Nichols said.”

Why doesn’t Mike tell the reporter how much he gets paid for looking for missing persons with the Sheriff’s office? Why is that so different? Why does the National park system and the state of Oregon along with several other states possess the laws that allow them to CHARGE for search and rescue services? Why is that so different?

”Nichols said Cowlitz County's search and rescue volunteers will look for anyone who is missing and don't ask for payment. Volunteers tend to spend a lot of their own money on equipment, training and transportation. "We only work as volunteers here," he said.”

Again, what Nichols is forgetting to tell everyone is that, he’s paid, so why is that different? I’ve been through the Law Enforcement academies, taught SAR for Polk, Morrow, Clark and Skamania Counties. Is Nichols afraid of the competition? Would Nichols show up and work for FREE on the search calls?

”Nichols and Jordan said Oakes' reputation in Oregon preceded him when he came to Washington from Portland a year ago.

"He wasn't welcome within search camps within his own state," Nichols said.

What Nichols and Jordan forget to say, is;

1). Polk and Clackamas Counties in Oregon. Clark and Skamania Counties in Washington, along with the National Park Services, used my search dog teams on a regular basis from 1986 to 1994.

2). ”I wasn’t welcome within search camps within his own state of Oregon” only after I testified against the Oregon State Sheriff’s Association on House Bill 3093, where I testified on the mismanagement of SAR in Oregon that have cost lives. I was told by both Lt Neil James and the OSSA president from Douglas County Wayne Stenson, that,” if I testified against the OSSA at the HB hearing, I would never be used by the O.S.S.A. or Washington SAR teams again”.

I testified and told the truth. The Oregon State Police, The Oregon Mountain Rescue Council, the Oregon Fire Fighters Association all supported me in my efforts on HB 3093. Trying to update SAR laws in the state of Oregon which hadn’t been updated since 1974. Because of my testimony, the O.S.S.A. and Washington SAR teams refuses to use my services because I made them look bad in the OREGON SENATE. I told the truth. Their own actions or lack of, made themselves look bad.

In Oregon, Oakes formerly was with Mountain Wilderness Search Dogs and Help Us Find You, Inc., which both were registered as nonprofit organizations. In the late 1990s, both came under investigation by the Oregon Department of Justice, which claimed that Oakes was using the nonprofits as a tax dodge.”

If that’s true then why have I been audited by the IRS and came out clean, and have tax records to prove it? We have tax records to show this is an untrue statement. I pay my taxes like everyone else.

"He uses M.W.S.D. and H.U.F.Y. to avoid paying taxes by virtue of their tax-exempt status," the department said in a 1997 court settlement with Oakes”.

There was no criminal or civil charges thus no court settlement, so where does he get his information? This is all public record.

”At the time, the agency said, Oakes did not have a personal bank account and used the nonprofits' accounts as his own, paying his personal and living expenses out of them”.

That’s not true. It was my business account under my name that showed all payments in and out for M.W.S.D.. Why don’t they discuss how my records proved that I paid for all of the non profit phone bills, electrical bills, office supplies, postage, and every cent brought in and spent out was accounted for? They won’t say this because it destroys THEIR Credibility.

”The department signed an order with Oakes forbidding him to represent himself as a charity of any kind or representing his professional locating services as a public service.”

The department also helped me start my for profit business, at their suggestion.

”Oakes said he was cleared by the investigation. We came out squeaky clean," he said. "There was no criminal action brought against us."

The department did require Oakes to pay $7,500, but suspended the fine on the condition he not violate the order. Oakes said the fine was never imposed.

The DOJ records prove that I was telling the truth.

More inquiries

An Oregon Justice Department concern involved Oakes' search for bodies at the site of the 1995 bombing of the Alfred Murrah Federal Building in Oklahoma City.

The agency said Mountain Wilderness received a $4,000 donation from a canine club in Oklahoma. Oakes immediately was reimbursed for $3,000 in "expenses" he claimed but failed to document, according to the justice department.

This isn’t true at all. What I did was totally legal per M.W.S.D. non profit bylaws. The reimbursement was for money M.W.S.D. owed me for the past year. For the bills I paid out of my own account. Again all money coming in and leaving M.W.S.D. was accounted for with receipts. Every single penny was accounted for. Ask the DOJ. They can validate my statements. They did the audit and said ,”my record keeping was remarkable”.

”Oakes later started International K-9 Search and Rescue Services, his current for-profit company. The 1997 agreement between Oakes and state of Oregon bars him from charging anyone for services if he has volunteered in the search for the same victim.

Oakes, who answers his phone "search and rescue," said he is careful to make it clear to potential clients that he is not with a government agency.”

That’s correct because we’re a professional agency that provides experience professional services.

“The Weather Channel program made no mention of Oakes' for-profit status, but it did note that he and a fellow dog handler had to pay their own way to Honduras. Contributions were not sought on the program.”

Gee, they finally told some truth in this report. We’ve paid for our own transportation in the Northridge, Honduras, Philippine, Turkey earthquakes along with the Oklahoma City Bombing disaster.

“Weather Channel spokeswoman Kathy Lane said Oakes' business dealings were unrelated to its program. "That would have nothing to do with the story we portrayed," she said. Lane said Towers Productions Inc. of Chicago produces Storm Stories under contract. Towers officials were unavailable for comment.

In addition to questions about Oakes' financial dealings, search and rescue officials have doubts about the quality of Oakes' search work, said Cowlitz County Sheriff's Deputy Chuck Dunnavant, the county's search and rescue coordinator.

"He'll point to a spot on the river and say 'He drowned right there,' and there's no way to prove it," Dunnavant said.”

Why doesn’t Chuck ad that his own dive team verified our search dogs findings in front of the victim’s families? At the time of our search, where the divers were told the victims had drowned in 80 feet of swift current water, the divers found the victims boat and other gear. This after they failed to find anything before our arrival. Oops, if Chuck told that truth, it may discount his statement. Why don’t the readers compare how many documented finds I have with my search dog teams in water compared to the finds the Cowliz Co. SO has in water? All of mine can be verified by other sheriff’s department reports.

”While with Mountain Wilderness, Oakes participated in high-profile search for two Longview men, Larry Mansur and Dennis Svoboda, who were missing and presumed dead after a boating accident on the Columbia River off Cowlitz County in 1996.

During the hunt, Oakes told officials that Valorie had found the spot where they died, Nichols said. Months later, one of the bodies was found upriver from that spot, leading local search and rescue personnel to doubt the validity of Oakes "find."

"I've never heard of a body going upstream," Nichols said.”

With this statement, Mr. Nichols doesn’t’ sound like a very educated man in regards to water, water currents, and bodies. Otherwise he never would have made such a stupid statement. Bodies have repeatedly been documented moving down stream and upstream with tidal current influences, as well as heavy ship traffic, that can trap a victim and carry them for miles under their drag loads. Some bodies have been discovered up to 20 miles away from the site where they drowned due to ship traffic.

THE OSSA tester and tests aren’t credible. We allowed the O.S.S.A. Tester to test us on the O.S.S.A. K-9 standards. This after the tester openly bragged on the "LARS LARSON RADIO TALK SHOW" that, "he would see that Harry would never pass his tests". This statement was documented and is on file with MOBA MEDIA.

When I took the O.S.S.A. K-9 test, this individual not only failed me and my search dog Valorie at the test, but when I asked this individual (Marty Neiman) to show me where the five scent tubes were hidden on the first cadaver search, the tester failed to find all of the scent tubes that he hid.

Yet he was the tester who hid the items and bragged "Harry would never pass any of his tests".

When the scent tubes were finally located and opened in front of witnesses, we discovered the scent tubes were empty and didn’t contain any scent at all.

The witnesses and myself inspected each tube in front of Marty. Pam Milleran being one of those witnesses. She also verified the scent tubes were empty. (This proved Marty tried to set my search dog Valorie and I up for a failure test). Now how honest is this?

I’ve been testing with pseudo scent for the last 25 years and is qualified to determine if it was used or wasn’t used properly. What’s wrong with this test? I’ve found bodies (Again all documented with the sheriff’s departments) way before Marty came along and long after this fake test.

Let’s talk about a credibility problem here. The tester is the same person who over the last 25 years had bad-mouthed me and my teams for the documented successful work I’ve done locally and internationally.

KXL’s Lars Larson's radio talk show still maintains, "Harry's search teams can't find a body in a graveyard". Even after I’ve proved I was 100% accurate on the Ashley Pond Case. So where's the truth in the media there?

This statement came from the very same State Cert. tester who told OCPD and the FBI (Marty Neiman) that there was, ”no body under the concrete slab”. Leading the detectives on a false trail and costing the FBI and OCPD to continue their effortless search at the cost of over $175,000 dollars.

If I even found one dead or live person in all of my years of search work, that in itself would make me credible. I’ve found HUNDREDS. Again all documented.

If I.K.9.S.A.R.S. SAR dog teams had been brought into the search back in Jan. 2002 when Ashley Pond first disappeared, I felt we would have located Ashley's remains like we did, identified the killer(s), and Miranda Gaddis would still be alive today.

The FBI and OCPD would have been able to do their jobs effectively saving a human life, saving another woman from being raped, and saving tax payers $175,000 dollars in the search efforts.

In this search, we actually documented finding 3 bodies. We turned over one of the body parts to Oregon City Police Dept. on a third body we located. This verified by OCPD files and reports. This again after they (The FBI, Oregon City PD, Search One K-9 Detection and the other search teams had already searched the area and found nothing). Why didn’t KXL report that?

My search dog and I DESTROYED THE CREDIBILITY OF THE O.S.S.A. K-9 TESTER.

If a person was to believe in the O.S.S.A. test as a true honest test of a dog team, then that meant that my search dog Valorie and I weren’t qualified to fly overseas to Turkey in Aug. and Nov. of 1999, and search for victims buried in the earthquakes.

Yet, it’s been proven through documentation and proof provided by photos, witness statements, and actual recoveries, info provided to the Turkish and US Government officials, that in both of the 1999 Turkey earthquakes, that SAR Dog Valorie and I documented finding 71 buried dead and 14 live buried victims. Just by SAR Dog Valorie and I making one single find of a live or dead person, this totally destroys the OSSA K-9 testing credibility completely.

COURT ROOM PROVEN. My documentation and credibility regarding expert witness testimony in criminal cases, was established and has held up, in the Clark County Courtroom Washington State Vs Beeson. And other criminal court cases where I’ve been called to testify. The state of Oregon Medical Examiner signed a presumptive death certificate on Dela Carlson based on my search dog Ranger’s findings of Dela’s remains, reports and test results. (This after local search teams OSSA, and Search One K-9 detection teams and failed to find any trace of her).

Fact: We’ve won numerous state, county, and national awards for our work in search and rescue.

Fact: My teams and I have found most people dead and some still alive in the ORIGINAL SEARCH AREAS, when the local OSSA K-9 and SAR teams failed to find them. Tim Bunner, Jay Burroughs, Eddy Zawaski, Joey Lefler, Butch Huston, Nathen Montz, Eli Kelt, Abe Ellis, Brian Harris, Dela Carlson, just to name a few victims. Many more on file.

Fact: We’re the only search dog team in the world to win the prestige’s Higgens and Langley Swift Water Rescue Award, and the National Jefferson award. We’ve received Two letters from President George Bush Sr. and one from President Bill Clinton for our outstanding work. We've also received letters from the President of the Philippines and Honduras for our rescue efforts in their countries.

Fact: We have the skills to find the missing. We have proven and qualified ourselves numerous times over the last 8,010 missions. We are one of the most successful search dog teams in the world in regards to finding both missing people and pets.

Fact: We're the only dog team in the world, ever to be invited in to Jamaica to work alongside the Miami office of the FBI, and local police reference the Claudia Kirshock case. And we were successful in identifying vital evidence to identify her killer.

“I’ve heard the comment that you are preying on victims in their time of need”.

Harry; Other comments we’ve heard is, " We’re preying on vulnerable people during their time of need". My response is this. Any agency, public or private, which provides professional qualified services to a family in need, isn't "preying on them in their time of need".

If that is a true, then other professionals like us such as police officers, paramedics, doctors, nurses, medical examiners, lawyers, and ministers, are all preying on these poor people also.

So why are their actions any different? They all either volunteer their time or getting paid to provide a service to people in need just like we do. We’re no different.

Fact: Each client is given a business contract. They’re required to read and sign the contract before we start on a search. This contract explains in detail what we can and cannot provide, and our chances of success in the search efforts. They also are instructed to retain a copy of the contract. It also explains what the client will or won’t be required to pay for the search effort.

FACT: We are a licensed business in the state of Washington to perform our search and rescue services around the world.

FACT: We have documented donating an average of over $47,000 dollars a year in SAR Services to our community regarding missing persons and pets for the last 25 years.

Why hasn’t the media interviewed any of them to get their side of the story and show that we are honest and brought closure to their cases when no one else would or could?

“Let’s talk for a moment about scent. What is scent?”

Harry: Scent is the dead skin cells (10,000 pieces per minute), that is dropped onto the ground while a person or animal is moving.

“How long can scent be detected?”.

Harry: Inside a structure up to 100 years or longer depending on the contamination, containment, and environmental conditions. Outside we’ve successfully detected scent over a hundred years old.

“So you’re telling me you’ve detected scent over a hundred years old? Can you give me a documented example?”

Harry: Sure, when I was teaching in St Croix USVI we were there with the local K9 SAR dog teams in training and the local police. My search dog Valorie went over to an old sugar cane field and alerted at a specific location. We dug up an old grave. The forensic teams determined these human remains were buried in the late 1800’s. Back in the days when slaves were used for labor, if the person died, they were buried right where they died with no head stone marker. This is what we were told by the local police. The police believe my dog Valorie located an old slave grave. This was witnessed by the K9 ST Croix USVI team. They can validate my findings there.

“Some folks are on the belief that a search dog can’t follow a scent outside after 48 hours. Is this true?”.

Harry: It’s pure nonsense. We’ve successfully determined a valid track of a missing person in Vancouver BC Canada after he left his house a year before we were called in. It was determined that he committed suicide. Two of our search dogs tracked his scent through a wooded area to a water source where he drowned himself.

We’ve also documented hundred’s of cases, all validated by law enforcement, where we’ve tracked a missing person months after they have disappeared and located their remains. And many other SAR Dog teams have also documented legit tracks months after the victim(s) disappeared. So it’s not just me saying this.

“So why the difference of opinions on scent?”.

Harry: When I first was being taught how to track, my instructor through Rocky Mountain Rescue Dogs informed me that no scent could be tracked after one week. I believed this. But over the 8,010 calls we’ve received and tracks we’ve completed, we along with other dogs teams throughout the world have repeatedly proven this information isn’t true at all.

We repeatedly have success in tracking victims that have disappeared weeks, months, later from when they disappeared.

All the SAR Folks have to do to prove to themselves that their dogs can follow an old aged scent trail is lay one. Have a victim from their team go into an area and lay a scent trail track from point A to point B.

Have someone on their team video tape the laying of the track.

Have the (VICTIM) hand off a scent article of theirs to a search representative. At Point B have the victim leave one of his / her shoes slightly buried about 1 inch deep in the ground. Or they can return months later when the test is actually taking place. Come in from a different direction so as not to re-contaminate the original scent trail.

Then have the search dog team come in a month or 6 months later and work the track.

They will soon learn that their own search dogs can track aged scent trails up to a year old.

“What age do you like to start training your search dogs?”.

Harry: I like to start them as puppies to move through the basics in socialization and bonding and past the behavior issues of biting, chewing, peeing, etc. But we’ve trained dogs as old as 10 years old for searching.

“What breed of dog makes the best search dog?”.

Harry: There isn’t one breed that is best. Each breed or mix of breed offers something different to each search case. Bloodhounds, coon hounds, beagles, bassets are great trackers and air scenting dogs. German Shepherds, golden retrievers, labs, standard poodles also have great tracking noses. We’ve trained all breeds and all mixes for tracking, trailing and air-scenting.

Everything from a wiener dog for confined space SAR, to a great dane and everything in between.

I have an active team right now in Kentucky that uses Jack Russell’s. They are fantastic search dogs because of their drive. I personally use border collies because of their work drive.

In a rubble site I find the small to medium size dogs can get in and out of the rubble areas ok. Where the larger breeds such as the Golden Retrievers and German shepherds have trouble getting into the tight spots. They can still do a great job, but when you’re crawling through the confined spaces it’s nice to have your dog by your side to help you locate live and dead victims.

“Do you train your search dogs for one specific task?”.

Harry: Absolutely not. I think that’s ridiculous. We’re an international team which means one week we might be in the jungles of the Philippines looking for buried victims in an earthquake and the next week in California tracking an Alzheimer patient or searching for a drowning victim. So all of our dog teams are trained for all aspects of K 9 SAR. They are trained to track, trail, and air scent. They are trained for live and dead human searches to include forensic scent evidence.
Scent discrimination. They are also trained to track lost pets. Scent is scent. The dogs enjoy working. They are only limited by their handler’s attitudes and skills.

“Are you cocky about your attitude in teaching K9 SAR and working sar dogs?”.

Harry: Nope not at all. A search dog keeps you humble. I’m very confident. Some people might portray that as being cocky. Without the search dog, I’m simply a ground searcher out there searching for victims. Without me the handler, the dog is just a dog. Together we make a proven successful search team.

“Harry I’ve noticed that you don’t allow pinch collars, shock collars, choke chains. Why is that?”.

Harry: I’ve developed a policy and training procedure that’s called Love, Hugs, and Kisses. We reward our search dogs during training and work with praise, love, hugs, and kisses. Never food rewards. We don’t use choke chains, shock collars, or pinch collars as these are cruel.

If you love your dog as you well should, why would you hurt them and make them respond out of fear instead of love and mutual respect? I’ve trained thousands of dogs of all breeds with out these mid-evil torture devices. If you’re training with those devices you are training out of a fear response. Which is more humane?

Plus collars kill dogs. We’ve lost two search dogs to collars. One got caught on another search dogs jaw while playing and choked to death. The other got caught on a fence. So absolutely no collars of any kind are allowed on our team dogs.

The harness is also used as a seat belt for the dogs. You have control of the whole dog and we buckle them in to the vehicle or aircraft when we’re flying.

“You have been called a real hard ass by your own employees. Why is that?
You do a background check on each volunteer, they all must be non smokers, no drugs are allowed and if they drink alcohol, they aren’t allowed anywhere near your training or work sites for a min. of 8 hours”.

Harry: (Laughing) yes I am. I take our job seriously. We have human and animal lives at stake. This isn’t a game. This is my career. I take it seriously. One in every 200 applicants makes it through our training program. It’s very time consuming. If a handler is under the influences of drugs they aren’t any good to us. Same with alcohol consumption. I have a drink now and then when I’m off duty. A beer or glass of wine with dinner. But I know my limitations. The last thing I need is a drunk team member trying to rappel over a cliff to rescue someone else.

“You’ve documented that you helped write SAR dogs standards for F.E.M.A. (Federal Emergency Management Agency) and N.A.S.A.R. (National Association for Search and Rescue) back in the late 80’s. Along with standards for NATO Disaster response teams in the 90’s. St Croix K9 SAR, Turkey K9 SAR, Philippine K9 SAR, and numerous other sar dog teams through out the world. Why do they turn to you for these standards?”.

Harry: I was approached by members of FEMA and NASAR in the late 1980’s. There were a total of 20 people around the USA, including myself who put their input into these initial standards.

“Then why aren’t you an active member with NASAR or FEMA?”.

Harry: They have become very political. I hate politics. As you can see by this interview I deal with ugly politics each and every day. I’m here to teach and work my dog teams. Nothing else. I’m here for the victim(s) out there. I don’t want to sit behind a desk and wear a suit and tie. That’s not me.

“You use your search dogs to find lost pets?”

Harry: Yes we do. They need assistance just like a missing human do.

“Why is it that only a few teams in the USA use their search dogs to find both missing people and lost pets? I don’t understand this. Why isn’t everyone doing it?”.

Harry: Some teams believe that searching for a pet or animal will destroy your credibility in the courtroom. I’ve found this not to be true at all.

It’s never ever been an issue. In fact just the opposite. When you can track a missing dog who has been missing for over a week through down town Portland, Oregon right to where it is being held, that proves your search dogs tracking abilities.

We’ve done this over and over again all documented by date, time, location, names of people and pets involved and search results. At no time has it ever affected our credibility in the courtroom.

The truth of the matter is the folks that don’t want to track pets are lazy. They don’t feel it’s important enough for them to go walking in the rain, snow, and hot sun to do the job. Which doesn’t make sense to me. They have a search dog.
If their dog comes up missing what are they going to use to go find it?

Scent is scent to a search dog. Whether you’re searching for a live or dead victim or evidence at a crime scene such as a knife, human remains, hair, teeth or a firearm. The search dog doesn’t care.

I feel it has made us better searchers for missing people. You are out there looking for scent and scent evidence. (Clues to confirm why your search dog is tracking the direction it is tracking).

Do you want someone out there who tracks missing people four times a month or missing people and lost pets twice a day each and every day?

Most search dog teams have an average success of 25%. We have a documented success average of 97%. That’s either finding the missing person or pet or determining what really happened to them. Picked up, where, alive or dead, etc.

“Have you ever been wrong on a case?”
Harry: yes. No one is 100%. I had a woman who left a suicide note in her car and walked over to a public house boat area. She was seen talking to many of the residence in this area. Then she disappeared. The Portland Police dept called us in.

Both of our search dog teams tracked her scent trail to the end of a boat dock. Both of the search dogs also alerted to her scent coming from the Columbia River at the end of the houseboat dock. The County dive team even brought up one of her shoes which was identified by her family. This was where our search dogs were alerting at. So the dogs were 100% accurate.

The victim was found the next week in Las Vegas with her new boyfriend. (Her husband and kids were still grieving). She set all of us. The dogs didn’t lie. Her scent was in the water. But her body wasn’t. She had met her boyfriend in a boat at the end of the dock, threw her shoe in to throw us off.

This is what I call a learning experience.

“In one of your cases you tracked a missing person who was in a car. Can this really be done?”.

Harry: Yes. I’ve actually done this successfully on 3 missing person cases and on 15 missing pet cases to where we found what or who we were looking for.

One was a little girl who had been kidnapped in Bowling Green, Kentucky. Tracking a scent escaping from a vehicle takes a long time. A lot of hours actually tracking and is very dangerous. It’s also very hard on the search dog’s feet. Pounding the pavement so to speak. Because of the danger involved I rarely do this kind of tracking. Many tracking teams throughout the USA have done it successfully and I have been teaching teams how to track missing persons in vehicles since 1990. A Idaho state trooper actually found a victim with his bloodhound doing this type of track.

“Why do you do this job when everyone appears to hate you for doing it?”.

Harry; I grew up in the Military. I was involved in the Cub scouts, Boy Scouts, and Explorer Programs. I worked in the Military when I became of age to serve our nation and then got out of the Army to work as a police officer. I find the work rewarding. I still believe in GOD, APPLE PIE, and the American Way. I believe in Truth, Justice, and above all, I have to answer to God when all is said and done. And I’m damn proud of my achievements. I’ve saved countless lives around the world and in the end, I can say I have made a difference. I’ve spent my own money, donated countless hours to serve mankind.

Dog Obedience.
FORWARD: So many times I receive a call from a frustrated dog partner.
We don't call them dog owners anymore. He or she has spent lots of their time, money, and energy attending a number of dog obedience courses where they failed to learn anything. Their statements to me are that, "they are totally frustrated because their dog won't listen to them".

So, I meet with the dog's human partners, not just one of them, but all of them.
Everyone in the family so I can see the family pack structure. I then spend about an hour with all of them explaining animal communication skills. Within the hour, I have the humans fully trained. If you train the dog and not the dog partners, you are wasting your time, money and energy.

99.9% of the time, when the dog fails to listen, the dog isn't understanding what the dog partners wants him or her to do. So, I just teach the dog partners how to listen and read their dog’s body language. I also teach them how to communicate with their loved one so everyone understands what each other wants and need, and they all get along just fine.

Dogs learn like human children learn, through repeated verbal responses and physical commands, associated with physical actions.

Training with love not fear.
If you train the dog through torture or fear of being tortured with pain by using choke chains, pinch collars, shock collars, intimidation, and fear, then the poor dog will respond only out of fear of being hurt, tortured, and injured.

Hitting, yelling, choking, threatening, shocking, are all current means that are used by uneducated lazy local so called animal behavior specialists.

These methods for those of us who are educated in the Love, Hugs, and Kisses method of teaching, would not never ever approve of, nor will we ever tolerate any of these actions under any circumstances in our classrooms.

My method is called Love, Hugs and Kisses. I teach my instructors and students (dogs and partners) through mutual respect, love, hugs, and kisses. (We kiss the dogs not the students).

I've taught around the world, to over 20,000 search dogs, services dogs, police patrol dogs, and dogs in general for basic obedience. My methods teach the dog through love, hugs, and kisses response just like I would a human child.
I treat the dog the same way I would want to be treated. This method works in that the dog learns respect for its self, its partner, you and others that it comes in contact with, such as your friends and family.

Change your mindset. You are not the dog’s owners. I want you to get into the mind set that you are your dog’s best friend and life partner. You live together, sleep together, and eat together. Share good and bad times together, and no matter what you do or say, your dog(s) will be there for you no matter what happens. He or she, (Your dog), deserves 100% of your love and respect and for you to be there for your dog.

After all they see you at your worst. In the am when you are naked, bad breath, bad body odor, bad hair, and all. Yet they aren’t judging, they still love you. You in return will get nothing less then 100% of their love in return.

Communication.
Communication, being able to listen and communicate with your partner, will make you and your dog partner a perfect team. Mutual love, respect and understanding will then exist. Start with understanding your dog’s body language. When a puppy is born, she / he will submit to an older alpha dog.

The submitting dog will lower its head, eyes, ears, and tail and will cower to say, "I submit, you are in charge". The dog’s psychological mental status and self-esteem can be made strong or broken at this time.

If the dog's alpha partner is loving, gentle and consistent in all of their control issues, the dog’s physic will remain intact and confident. If the alpha partner is over-bearing and too strong, the submitting dog will lose it's confidence and be a beta dog. Submissive and lacking in confidence. Suffering from low self-esteem.

Dogs have the same exact emotions that you and I do. Remember this; they feel sadness, jealousy, happiness, anger, guilt, and all that goes with these emotions.

So it's your responsibility to learn how to communicate, listen and teach. First start out by kneeling down or sitting down and give your dog a gentle hug. Tell your dog that, "you love him / her". Example: I will call my dog over and whisper to her," Valorie, come". When she does, I give her a gentle hug, not overpowering, and give her a kiss on the face. I’ll tell her how much I love her and how important she is to me to have her in my life as my partner. I then lay down on the ground and start playing with her favorite toy. Bring out the happiness inside of her. Her reward is love and understanding. I’ll play for about five minutes.

Starting the Obedience.
Before I start obedience work with my dog, I put her in her harness and I hook up her lead 6' lead hooked to the back of the harness. I always use the dog’s first name for a positive command. "Valorie sit, Valorie stay, Valorie come, Valorie heel, Valorie down, etc." I never use her first name in a corrective action.
I don't want her to associate her name with something negative.

When I tell Valorie what I want her to do, I follow through each and every time with a specific hand signal for that specific command. That way if she can't hear me for some reason, she'll see the hand signal and respond immediately. So I'll start working her without distractions at first. I'll give Valorie the command once. "Valorie sit". I then immediately follow through with a hand signal specific for that command. If Valorie responds as expected, I then give her a quick gentle hug, love, and a kiss on her forehead.

When she does what I want her to do, I instantly reward her. If for some reason she doesn't do what I want her to do, then I don't repeat myself. I'll simply put her into the position I asked her to get into. Once she gets into this position, I praise her. "Good girl Valorie, that's my girl, good job". Then I'll give her love, hugs, and kisses. There are no food rewards, no shock, pinch, choke collars and no fear, just positive love, hugs, and kisses.

Should she be distracted or just refuse to listen to me, I immediately walk over to her, put her gently into the position I wanted her in, wait for three seconds then give her a reward.

After repeating this several times, Valorie will learn quickly that when I ask or tell her to do something, it's expected immediately and she'll get love, hugs, kisses, immediately if she listens. If she doesn't listen, she learns quickly that she still has to get into the position and does what she is told. Until then, she doesn't get any love, hugs or kisses reaction until she does listen. Positive reinforcement works.

I perform this action each and every time with Valorie for each command.
Why not use choke chains, pinch collars, shock collars? Because they are cruel. If you love someone then why would you choke or scare them into submission? Just like electric (invisible fencing). I challenge anyone who owns it to put the shock collar around his or her ankle and walk through the fencing.
You only will need to do it once before you throw the fencing and collar in the trash where it belongs. Besides they don't work. I get an average of two calls a week from people missing their dogs who have invisible fencing collars around their necks.

I've trained every breed and mixed breed of dogs known to man. My technique works.
It's been adopted by hundreds of animal trainers, and communicators around the world to include SAR (Search and Rescue) dog handlers, drug enforcement handlers, bomb detection, therapy, and working K-9 Police dog handlers.

There is no such thing as a "STUPID DOG". There are a lot of ignorant human pet partners. People who tie their dog up outside, or leave it all alone in the garage all day while they are gone at work. Put yourself in your dog’s position. Would you want to be treated like this? I don't think so.

A dog is like a child. They absorb everything and anything around them, whether it be positive or negative. There are a lot dog obedience books out there. Written by many so-called "Experts". If you read through the egos, you'll find they all stress one important factor, communication. The more you are willing to teach your dog partner and listen to your dog partner, the better you both will be as a team.

My dog Valorie understands 145-word vocabulary, 5 hand signals and 5 whistle commands. That's only because I haven't taken more time to teach her more.

Shopping list and class information.
Obedience / Safety.
1. 6 foot long leather or nylon leash. (Thickness should correspond to the size of the dog).

2. Training harness only. No choke chains, pinch collars, shock collars, or any other collar allowed to include flea collars. (Flea collars don’t work. Don’t waste your money). Nothing around the dog’s neck. No id collars.

3. A 20-50 foot long line, gardening or leather gloves to protect your hands. Please note this is used for long distance recalls like “come”. Also for boundary training, and long distance stays and recalls. Please do not confuse it with a retractable leash which are not allowed in my classes for any reason.

4. Treats are not allowed for you or your dog partner during training.

5. All dogs should have a simple to read id tag stating the human partners name and telephone# and an emergency # belonging to next of kin or friend of the family. This should be attached to the back of the dogs harness. I highly recommend you get your dog micro chipped with an AVID or HOME AGAIN chip. Make sure you contact the microchip company and register your current contact information and an emergency other contact information, in case you are injured or killed in an accident.

6. Sturdy shoes and or boots for footgear are recommended. No open toed shoes or sandals please.

7. All work and no play makes learning less enjoyable. Try Go-FRR BALLS, the slingshot action fetch balls will turn your couch potato into a lean machine. Frisbees work well also.

8. You dog must be healthy in order to learn. Proper diet maximizes your dog's potential. My trainers recommend proper diet of premium hard kibble for all stages of your dogs training and life.

9. All children must be under control. An adult human must supervise children under ten. I don’t mind if you use a shock collar on the human kids. (Just kidding).

Problem solving.
1. CHEWING-Proper diet-ask your trainer which formula is right for your dog or puppy. Nylabones, gumabones, rhino toys, bitter apple (spray and paste), an old t-shirt or sock wetted down and tied in a knot and frozen in the freezer helps young teething tikes.

2. DIGGING-Small lava rocks, toys as noted above, nail clippers to cut dog's nails. Teach them where it's appropriate to dig (sand box, etc.) and where not to dig. Usually they dig because they are ignored and bored. Negative attention is better then no attention. Remember your dog can hear a heart beat at 5 feet away. They may be digging for that mole or gopher they hear crawling around under the ground.

3. HOUSEBREAKING- I recommend large plastic animal carriers. If you have a small dog and or wish to potty train him/her to a specific spot in your house, use the puppy go potty house training system. When you see them go pee. Tell them "Go PEE" and show them where you want this done. Reward them when they do it correctly. If they make a mistake, don't rub their noses in it, don't hit, spank, or yell. Just say "NO", (never use the dogs name in a corrective action). Take them to the area where you want them to do their business and then give them the "Love hugs and kisses reward system". Soon you'll have them trained to where you want them to go. Yes there will be a few mistakes along the way. Don't make it a big deal. It's not.

4. BARKING-A squirt gun or spray bottle filled with water. NOTE: These devices should not be used unless suggested by your trainer. Now don't get frustrated and use a SUPER SOAKER. Try to figure out why your dog is barking. Remember, they can hear a human heartbeat at 5 feet away. So they may be hearing some strange noises, other dogs barking, footsteps, intruders, before you hear the same noises. If the dog is barking just for attention, then give them attention. Give them an alternative to barking. Play toy, TV, video, radio to be entertained with. Just say, "Quiet" then reward them when they are quiet.

If they refuse to listen and continue to bark, then put them on a leash, take them outside to investigate what it is they are trying to warn you about. Let them see there is no immediate threat. Once that's determined and if they still continue to bark, say, "quiet". If they refuse to be quiet, then spray them once with a squirt gun filled with water. Bring them close to you and reward them once they are quiet through the love, hugs and kisses program. If they still want to bark, then put them on a sit stay in a corner, (time out) and ignore them for a few minutes. They will soon learn that if they want to be in the same room and get the positive loving attention from you and the rest of the family, they will have to listen to you.

NEVER use bark inhibitors, remote trainers, and invisible fencing collars.
These are shock collars and are extremely painful and cruel. If you don't believe me, put it around your ankle, wet it down, and try it on yourself. They have killed several animals. Never use choke chains, pinch collars, or shock collars. These are cruel and inhumane and only ignorant people use these tools. You are now better educated and now know why you shouldn’t ever leave a collar of any kind around your dog’s neck. After training remove the harness from the dog while it's in the house or backyard.

I prefer you use a harness only during training. While the dog is at home, nothing is worn on their body. No harness, collars, or anything else. I've seen many dogs die from getting their flea or id collars caught on furniture, fences, or on another dog’s jaw while playing. As they struggle out of fear of being caught up, and choked, they are strangled to death by their collars.

Use the harness also as a seat belt for your dog. Remember that each time you stop in your car to go shopping, dine out, or tend to business, undo your dog from the seat belt so they can move around. It's a great idea to have your dog micro chipped. Never ever leave your dog in a car on a warm day. Thousands of dogs die needless horrible deaths because their owners leave them in a hot car.

Treat your four-legged child like you would your two-legged child. Dogs have souls. They have feelings, emotions, and a spirit just like you do. They can learn to love, hate, be bitter, embarrassed, suffer from low self-esteem. So please treat them with love, hugs, kisses, and respect and they in turn will reward you with the same. You are equals. Without you, your dog is just that a dog. Without your dog, you are just a human. Lonely without the love of your faithful partner. Together you both make up a great team. A partnership filled with love. Honor that friendship, partnership and love.

Just like you would a small child, prevent your puppy or untrained dog from "practicing" inappropriate behavior. Rewarding correct behavior is also critical. Know what your dog likes and reward with that when he/she is being good. Pull toy, ball, Frisbee, wrestle with them. Don't ignore your dog when he/she is good. Everyone in the family needs to be consistent with the same commands, the same reward system, and the same hand signals. Don't allow your dog partner to engage in behavior that you won't want when they're full-grown.

While group class alone won't solve aggression, aggressive dogs may attend group class under certain circumstances. your trainer will allow your aggressive pet in class provided he/she can be managed well enough to pose NO safety threat to any person, dog or itself.

Often aggression should first be treated in home with private training and followed by group when the dog is ready. your trainer may recommend additional equipment and training techniques which must be used during class to insure everybody's safety as well as optimal learning for the aggressive dog and all other dogs in class.

I've always taught that if you let your dog sleep, in the same bed as your child or at least the same room, allowing the dog to have it's own bed in your room or child's room, they will make a much more manageable dog. They bond more quickly, they are less aggressive, and more protective.

Don't ever just throw your dog outside in a garage, doghouse, or dog run. That's ok for a short break, 15 minutes or so. but would you leave your two legged child tethered up by it's harness outside for hours on end? I hope not. Many dogs are stolen when left outside ignored and sold for medical experiments or dog fighting.

If you love your dog, keep them close. Your dog is a child with fir. He/she lives for love, attention, hugs, kisses, and play. There is no such thing as a STUPID DOG or DUMB DOG. The dog is a reflection of its owner. Often there's a communication break down that occurs and the dog partner simply doesn't understand what is being requested of him/her.

JUMPING. When your dog jumps up on people, they are trying to say, "Hi love me". What you need to do is train your dog to obtain the love the dog desired by sitting down next to the person(s) they greet, so that they can be loved. When the dog goes to jump on you or someone else, gently put your knee in their chest and say, "NO". Then put the dog on a sit stay. When the dog sits, then bend down and give it lots of love. What the dog will learn is that if it jumps it will be rejected. If it sits and stays, it will receive the love it wants and needs.

NEVER ever smoke cigarettes around your pet. Over 550,000 four legged children (pets) die every year from second hand smoke poisoning.

Commands taught: Heel, automatic sit, stay, down, come, down stay, no, release.

Problems addressed: Chewing, digging, housebreaking, jumping, nipping, and barking, peeing, pooping.

Note: Harry has written five books on search dogs, and search and rescue.
He's taught his "Love, hugs, and kisses" program to over 20,000 dogs and their partners around the world since 1986. He's been called the, "dog whisperer". He can communicate with dogs, wolves, and many other four-legged creatures.

Often when other search dog teams have failed at finding the missing, his teams have repeatedly been successful. His search dog teams have been featured on TV shows such as "Rescue 9-1-1, Unsolved mysteries, 60 minutes, 48 hours, 20-20, Dateline, Good day America, MS NBC, and Oprah.

AKC’s Canine Good Citizen Test
1). Accepting a friendly stranger. This test demonstrates that the dog will allow a friendly stranger to approach and speak to the handler in a natural, everyday situation. The evaluator walks up tot the dog and handler and greets the handler in a friendly manner, ignoring the dog. The dog must show no sign of resentment or shyness and must not break position or try to go to the evaluator.

2). Sitting politely for petting.
This test demonstrates that the dog will allow a friendly stranger to touch him while he is out with his handler. With the dog sitting at the handler’s side to begin the exercise, the evaluator pets the dog on the head and body. The dog must not show shyness or resentment.

3). Appearance and grooming.
This test demonstrates that the dog will welcome being groomed and examined and will permit someone, such as a veterinarian, groomer, or friend of the owner, to do so. The evaluator inspects the dog to determine if he is clean and groomed. The dog must appear to be a proper weight, clean, healthy, and alert. The evaluator then softly combs or brushes the dog and, in a natural manner, lightly examines the ears and gently picks up each front foot.

4). Out for a walk (on a loose lead). This test demonstrates that the handler is in control of the dog. The dog’s position should leave no doubt that the dog is attentive to the handler, is responding to the handler’s movements, and changes of direction.

5). Walking through a crowd. This test demonstrates that the dog can move about politely in pedestrian traffic and is under control in public places. The dog and handler walk around and pass close to at least three people the dog may show some interest in strangers but should continue to walk with the handler, without evidence of over exuberance, shyness, or resentment, and without jumping on people or restraining on the leash.

6). “Sit” and “down” on command, and “stay in place”. This test demonstrates that the dog will respond to the handler’s commands to “sit” and “down” and will remain in the place commanded by the handler. The dog must sit and lie down on command, then the owner chooses the position for leaving the dog in the stay. The dog must remain in the place where he was left (he may change position) until the evaluator instructs the handler to release the dog.

7). Coming when called. This test demonstrates that the dog will come when called by the handler. The handler walks 10 feet from the dog, turns to face the dog, and calls the dog. The handler may use encouragement to get the dog to come. The handler may choose to tell the dog to ”stay’ or “wait” or may simply walk away, giving no instructions to the dog.

8). Reacting to another dog. This test demonstrates that the dog can behave politely around other dogs. Two handlers and their dogs approach each other from a distance of about 20 feet, stop, shake hands, exchange pleasantries, and continue on for about 10 feet. The dog should show no more then casual interest in each other. Neither dog should go to the other dog or it’s handler.





9). Reaction to distraction. This test demonstrates that the dog is confident at all times when faced with common distracting situations. The evaluator selects and presents two distractions such as dropping a chair, having a jogger run in front of the dog, or dropping a crutch or cane. The dog may express natural interest and may appear slight startled but should no panic, show aggressiveness, or bark.

10). Supervised separation. This test demonstrates that a dog can be left with a trusted person, if necessary, and will maintain training and good manners. The evaluator says, “Would you like me to watch your dog?” and then takes hold of the dog’s leash. The owner goes out of sight for three minutes. The dog does not have to stay in position but should not continually bark, whine, or show anything stronger than mild agitation or nervousness.

Skills taught.
Session# 1.
Introduction to responsible dog ownership. Meet and greet dogs, petting, ears and feet. Practice walk on loose lead”, start dog obedience training. Sit, stay, come, and heel. Dog owner learns basic dog care techniques. Feeding, bathing, cleaning ears, coat. Trimming nails. Brushing dog’s teeth. Checking dog from nose to tail for ticks, bites, etc.

Session# 2.
Meet and greet the dogs. Touch ears and feet, try a brush or comb. Practice walk on a loose lead. Practice sit, stay, come, down in motion, heel. Dog handler learns basic dog first aid, giving meds, taking temperature, dealing with life threatening emergencies. Loading and unloading dog in vehicle. Transporting in seat belt or kennel.

Session# 3.
New person does meet, greet, brief groom. Walk on a loose lead. Walk by distraction dog. “Sit” and “sit-stay”, “down and start “down-stay”. Ad time to sit-stay. dog comes when called. Dog owner gets dog micro-chipped and or tattooed.

Session# 4.
Greet dogs as students arrive, touching ears, and feet. Walk on a loose lead closer to other dogs, near other people. Weave in and out of people. Students demonstrate “sit-stay” and “down-stay”. Add time and distractions.
Start on supervised separation.

Session# 5.
Add more difficult distractions and time to stays, distance to come. Start having owner move away from the dogs on stays. Use whistle and hand signals for come, down in motion, stays. Work on basic agility, over, under, around, left, right, through.
Session# 6.
Work on problem areas, increasing distances, adding distractions, changing exercise locations and formats.

Session# 7.
Students should be going out 20 feet on stays, out to 10 feet for come. Dogs should not jump on distractions dog and should tolerate the touching of ears and feet.

Session# 8.
Test.

Fingerprinting instructions.
1). Get an stamp inkpad.
2). Wash the child's hands and dry them.
3). Ink up the child's fingers. One at a time.
4). Put the child's fingerprints on the first piece of paper. This gets rid of most of the ink not needed for the print. Go to fingerprint sheet and ROLL the child's fingerprint from left to right. (Make sure the loops, arches, and whirls) are readable not smudged. Practice a few times on regular paper before actually printing the child.

7). Collect a sample of child's hair. Take a clean brush or comb, comb the child's hair and collect 10 strands of hair, place the hair inside a clean dry paper envelope. Put the Child’s name, the date collected on the outside of the envelope.

This is what helps us find missing persons when no one else can or will.
A PERSON IS MISSING. WHAT SHOULD THE POLICE DO?
Friends and or family of the missing person should immediately call the police; # 9-1-1 if it's a child or endangered adult situation. Don't wait 24 hours, call immediately. Time is of the essence.

POLICE SHOULD:
Register the missing person with N.C.I.C.
Assign a department case #.
Obtain missing persons profile.
Search the PLS (Point Last Seen) for any clues.
Investigate the Who, What, When, Why, Where, and How questions regarding the person’s disappearance.
Interview all witnesses, suspects, form a chronological history of the missing persons where about’s and activities. If you develop a valid suspect, polygraph them.

*If it involves a missing child, please alert all local and national missing children locate centers.

Rule out Willful disappearance, Homicide, Suicide, Accidental death.

*SEARCH DUMPSTERS, LANDFILLS, AREAS WHERE SOMEONE WOULD DUMP A BODY, Water sources, creeks, parks, alleyways, cliffs, ponds, lakes, and rivers. Rural roads. Generally within 10 miles of the PLS. Develop a search plan. Areas of POA's. (Probability of Areas). Areas of POD's (Probability of Detection).

BRING OUT SEARCH DOGS IMMEDIATELY......
As of 1996, there were 171 registered search dog teams in the USA and Canada. Contact your local department of emergency management, within your jurisdiction, for the most qualified search dog teams. Don't rely on your police tracking dogs.

Most are "bad guy chasers" and unless they are trained, tested, and documented, as having tracked OLD scent, you're actually putting your department at risk to a lawsuit if you use them and miss the victim. It doesn't hurt to try, but document the handler’s findings, and then bring in dog teams who are trained to follow old scent.

Immediately gather good scent articles. NEVER let a family member or a friend of the family, hand your officer the scent articles. Only the officer or dog handler should collect these items. Note chain of custody of the scent items in your report/notebook. The officer who does this properly, will be a hero to the dog handlers. Take a NON SMOKING Officer / handler, he / she goes to the residence of the missing person. Put on a pair of rubber gloves and bring 2 clean paper sacks and one large plastic bag FOR EACH item to be collected.

The officer, while wearing rubber gloves, collects non-washed clothing, shoes, pillows, hairbrush, and bed sheets of missing person. Places them individually inside separate paper sacks. Closes paper sacks. Places the paper sack inside another paper sack. Closes paper sack. Places these sacks inside plastic bag and seals bag shut. Never put scent items directly into plastic bags. The plastic bag can destroy scent.



REMEMBER: If you're not happy with the search results of one specific dog team, you can always call in another. We've often found the victim, or clues that lead to the victim, when other dog teams, including bloodhounds, couldn't find them.

Vehicles: Check (RO). Registered operators, note odometer readings. Search car and trunk, noting tire patterns, plant, dirt, mud types in, under, around vehicle. Search closed compartments , if possible, trunks, and glove compartment. Inspect all materials found inside the vehicle. Credit card receipts, notes, trash, cash register receipts. Video record all data if possible. Process for forensic evidence.

Telephone records for last 30 days. Including calling cards, cellular telephones, etc. Outgoing & Incoming.

Homes: Garbage’s, sheds, crawl spaces, attics, personal computers, diaries, notebooks, journals, etc. Check alarm-monitoring stations for detailed records of times alarms/doors were detected open, closed, or set.

Bank Accounts: Any activity on the ATM's? Have bank pull all camera tapes. Pull bank records for last 30 days of all checking’s, savings, other money accounts. Check on computer for "HIDDEN ACCOUNTS".

Offices: Interview fellow employees. Search garbage cans, appointment notebook, computer files. Check "Trash Bin" and deleted files as well as all old and new emails. Check alarm-monitoring stations for detailed records of times alarms/doors were detected open, closed, or set.

Schools: Interview friends, teachers, councilors, and security officials. Review security camera tapes, files. Search lockers, areas of interests.

Develop a press/media release in writing. Give description of what your agency has found out in its investigation. (Limit information on a need to know basis). Ask for the publics help. Set up a call in hotlines, etc.

STORES / RESTAURANTS: Check to see if you can post fliers there. Also check to see if they have security cameras that might have victim on camera at the time of his/her disappearance.

Note for families.
For whatever the reasons, usually most law enforcement agencies, will do only a limited work up on the case. Minimal at best. This is do to many factors, limited manpower, budgets, and other reasons we won't discuss at this time.

If the local police department refuses to do any of this, or if the family of the victim(s) aren't happy with what Law Enforcement has done, then they need to take charge of the search efforts and the investigation and hire a private experienced Search Coordinator, or Private Investigator, to perform each of these tasks. The family MUST CHECK REFERENCES on who they bring in to help in their search efforts. Before you put someone in a position of trust.

Document everything. WHO, WHAT, WHEN, WHY, WHERE, and HOW. Remember the courts usually won't recognize any activity or action, unless it was documented. Set up a private search committee.

PUBLIC RELATIONS:
Gives out specific information related to the search efforts/investigation. Fund raising efforts and support information. Must keep a written file on each and every public information release.
Newspapers, TV, Radio, etc. List of contacts, names, email addresses, fax #, pager #, cell phone #, etc.

Logistics. Brings in office supplies, tape recorders, computers, telephones, radios, portable bathrooms, foods, maps, flagging, notebooks, and all other equipment needed for the search efforts.

Legal: An attorney should help the search committee: set up a general release waiver form for all volunteer participants. All team members should sign in and out, issue a written report of their search areas, and a written report of their findings. Anything found should be reported, documented, and turned over to the search coordinator or local law enforcement representative on scene.

NOTE: Everyone is to be instructed that (should they find anything they feel is relevant to the case, they are not to touch anything. Freeze the scene and call the police).

Planning. Maps. Documents all information on a map. Date/time, location searched and findings.

Search Coordinator. Coordinates all search efforts of dog teams, private ground searchers, aircraft, boats, ground vehicles. Example: Search & Rescue Date Times Results: Sign Contracts, interview Family, get family organized with 3-ring booklet, and obtain Missing Persons Profile.
Search room, garbage, locker, and office, computer files. Obtain Scent articles. Tape recorder/phone jack. Telephone Trap. Police Report, Meeting with NMCLC Investigator. Issue receipts for payments / deposits, Perform initial track, diagrams, reports, interview friends. Interview co-workers, neighbors, and relatives. Track down each and every lead.

Counseling: A local pastor or councilor should be on hand for support should the outcome be a grim one.

Secretary. He/she should document everything. Meetings, minutes, search reports, media releases, etc. Recommend a tape recording and written documentation of all.

Fund Raising. Raises funds, documents all monies into a specified account assigned for the search effort. All Cash flow coming in and going out.
